The Port Marine Safety Code (PMSC) sets out a national standard for port marine safety, therefore should be the foundation for any port / harbour or marine facility. As safety is and should be a marine organisations number one priority, having a suitable and robust framework for providing processes are the key to achieving this. The framework should be supported by fit for purpose and regularly review risk assessments and procedures to ensure it is delivered efficiently.

Marine Safety Management Policies

A well defined set of policies help provide the basis for a robust Marine Safety Management System (MSMS). UKMC can assist in reviewing, re-defining or creating policies based on your requirements and operations that will ensure your facility meets the requirements of the PMSC Section 1 & 2.

Marine Safety Management Systems

A Marine Safety Management System is constructed to define and implement the organisations responsibilities, policies and systems to ensure safe and efficient operations. UKMC can assist your port / harbour / facility in implementing an MSMS from scratch or carry out a performance test on the current MSMS and provide a performance report.

I have over 23 years experience in the ports industry and have built up a wide ranging knowledge base from all aspects of marine operations and safety. This knowledge can be appropriately scaled to ensure that your MSMS fits your organisation’s size and requirements. If the MSMS acknowledges the size and scope of an organisation then it allows easy implementation for all personnel and ultimately achieves the goal of safe and efficient operations.

Navigational Risk Assessments

Navigational Risk Assessments (NRAs) are used to in the same way a standard Risk Assessment, to identify, assess and mitigate the risks associated with navigation within a defined area. The NRA should initially define the area being assessed before using a set methodology to identify and assess the risks. Current mitigations are then applied to the risks to give a current assessment of the area and benchmarked against the As Low As Reasonably Practicable (ALARP) principle. Using the current assessment, it can then be identified if further mitigations are needed in order to achieve ALARP. UKMC can assist your organisation in part of all of this process, using the MCA’s Methodology for Assessing Marine Navigational Safety & Emergency Response Risks of Offshore Renewable Energy Installations (OREI) , ensuring you get a fit for purpose NRA that meets PMSC compliance and industry best practice.

Specific Risk Assessment Construction

All organisations will require their operations to be adequately risk assessed to ensure operational safety is met for both employees, equipment and reputation. Sometimes organisations may undertake new operations that they do not necessarily possess the knowledge to be able to initially risk assess and produce Safe Systems of Work (SSOW) for. UKMC can assist in this process by under taking the initial RA’s and SSOW creation and therefore ensuring your organisation starts off the operation on the safest and most efficient path.
